So in a way you could say Talion betrayed Celebrimbor in the first game! At the start of his DLC maybe his only plan was vengeance, but the One Ring pretty clearly corrupted him and by the end of that he was trying to replace Sauron. Talion is the one who decided to stay, craft a new ring, and keep fighting Sauron. Celebrimbor believed they had done all they could do at the end of SoM, and wanted to leave Middle Earth.
