You can have both versions installed in your game at the same time. There are two versions of the official challenge world: version 2 that only requires the base game, and version 3 made for Island Paradise EP that has a houseboat and scuba diving possibilities.
To play this challenge it is recommended that you have the World Adventures or University expansion, otherwise you will have a hard time. Other players have made their own worlds for this challenge which you can download elsewhere (I don't have any links), but I can't guarantee such worlds will follow all the restrictions set out in the rules. There are two official maps for this challenge made by me, with information on how to download them below.
